ChatGPT Ads Explained: How OpenAI Advertising Works, Pricing, Targeting and Campaign Setup

Advertising inside ChatGPT is no longer just an idea. OpenAI has introduced ChatGPT Ads and a self-service Ads Manager Beta, giving eligible businesses a new way to reach people while they research products, compare services and make decisions through conversational AI.

ChatGPT Ads is not simply another version of Google Search Ads or social media advertising. Instead of depending primarily on traditional keywords, social interests or browsing activity, ChatGPT Ads can use the context and intent of a conversation to determine whether an advertisement may be relevant.

For businesses, this creates a potentially important new advertising channel. A prospective customer may not type a short phrase such as “best marketing agency near me.” Instead, that person may explain the type of business they operate, the problems they are experiencing, the results they want and the options they are considering.

That richer context can give advertisers an opportunity to present a useful message during an active decision-making process.

However, ChatGPT Ads is still in beta. Businesses should approach it as a carefully measured advertising test rather than assume it will immediately replace established platforms such as Google Ads, Meta Ads or LinkedIn Ads.

Entrustech Digital can help businesses evaluate whether ChatGPT Ads fits their market, build the appropriate campaign structure, prepare advertising creative and implement the tracking needed to measure actual results.

What Are ChatGPT Ads?

ChatGPT Ads are paid placements that may appear below relevant ChatGPT responses. They are clearly identified as sponsored content and visually separated from the answer generated by ChatGPT.

An advertisement can include:

  • • The advertiser’s business name
  • • A business logo or favicon
  • • A headline
  • • Descriptive ad copy
  • • An image
  • • A landing-page link

OpenAI states that advertising systems are separate from the model that generates ChatGPT’s answers. Advertisers cannot pay to influence, rank, rewrite or alter the answers users receive. An advertisement is a paid placement and should not be interpreted as an endorsement or organic recommendation from OpenAI.

This separation is important because users often rely on ChatGPT for research and decision support. OpenAI’s stated approach is to preserve trust by keeping sponsored content clearly identified and independent from the organic answer.

Who May See Ads in ChatGPT?

Ads may currently appear for users on the Free and Go plans. Users on Plus, Pro, Business, Enterprise and Edu plans do not receive ads.

OpenAI also states that ads are not shown to accounts where the user says they are under 18 or where OpenAI predicts the user is under 18. Ads are not eligible to appear in certain sensitive conversational contexts, including personal health, mental health and political discussions.

As of August 2026, ads have been rolled out to users in the United States, United Kingdom, Australia, New Zealand and Canada. Advertiser access through Ads Manager is available in those markets as well as Japan and South Korea. Availability is expected to evolve as OpenAI expands the beta.

How ChatGPT Ads Differ From Traditional Search Advertising

Google Search Ads normally begin with a search query. Advertisers select keywords, match types, bids and audience settings to compete for searches related to their products or services.

ChatGPT Ads uses a different approach. OpenAI considers several relevance signals, including:

  • • The context and intent of the current conversation
  • • The advertisement’s headline and description
  • • The advertiser’s landing page
  • • Advertiser-provided context hints
  • • Expected relevance and campaign outcomes
  • • Selected signals from the user’s broader ChatGPT experience when ad personalization is enabled

Advertisers do not choose an exact conversation in which an advertisement must appear. They also cannot guarantee placement beside a particular response.

Instead, they provide signals that help the advertising system understand when their offering may be useful.

This makes campaign strategy especially important. A business must communicate not only what it sells, but also the customer needs, problems and situations in which its offering is relevant.

For example, a digital marketing agency could create separate themes for:

  • • Businesses struggling to generate qualified leads
  • • Companies preparing to launch Google Ads
  • • Local businesses needing better search visibility
  • • Organizations looking for website conversion improvements
  • • Companies evaluating AI-powered advertising channels

Each theme represents a different customer need and should usually be placed in a separate ad group.

How ChatGPT Ad Campaigns Are Structured

The basic account structure resembles other major advertising platforms:

Campaign → Ad Group → Ad

Campaign:

The campaign controls the overall business objective, budget, schedule and geographic targeting.

Ad Group:

The ad group organizes advertisements around a focused product, service, theme, audience need or conversational intent.

Ad:

The ad is the creative unit shown to the user. It includes the advertiser’s identity, headline, description, image and landing page.

Step-by-Step Process for Advertising in ChatGPT

Step 1: Create an Ads Manager Account

Businesses begin by creating an account in OpenAI Ads Manager Beta. An existing OpenAI account can be used, or a new account can be created during registration.

Each advertiser requires its own advertising account. Agencies managing multiple clients should therefore create or manage a separate account for each advertiser rather than combining unrelated clients under one account.

Step 2: Provide Business Information

The account owner must provide information such as:

  • • Legal or public-facing business name
  • • Website
  • • Logo
  • • Industry
  • • Country
  • • Currency
  • • Time zone
  • • Billing information

The business name and logo may appear directly in the ad, so this information should be accurate and consistent with the website and landing pages.

Step 3: Complete Advertiser Verification

OpenAI requires account verification before campaigns can deliver. Verification may include business information and additional identity-related questions completed through OpenAI’s verification provider.

OpenAI reviews whether the advertiser and its products or services are eligible under its advertising policies. Campaigns cannot begin serving until the required onboarding, verification and billing steps are complete.

Step 4: Set Up Billing

Advertisers must create a billing profile and add a payment card. ChatGPT Ads currently operates on a postpaid model, meaning spend accumulates after ads have been delivered.

The payment method is charged when the account reaches its assigned billing threshold or when an outstanding balance remains at the end of the month. OpenAI may place a temporary $100 authorization hold when a card is added. The hold is used to verify the payment method and may remain visible for up to three days before being released.

Step 5: Configure Conversion Measurement

Businesses interested in leads, registrations, appointments or sales should configure tracking before launching.

OpenAI currently supports:

  • • The OpenAI Pixel
  • • The Conversions API
  • • A combination of the Pixel and Conversions API
  • • Static UTM tracking parameters for third-party analytics platforms

The OpenAI Pixel can capture the OpenAI click reference, known as oppref, and associate it with later website actions. Businesses using both the Pixel and Conversions API should send the same event ID for the same conversion so duplicate events can be removed.

Entrustech Digital can assist with pixel installation, conversion-event planning, UTM tracking, Google Analytics configuration and testing to make sure campaign activity is connected to meaningful business outcomes.

Step 6: Select a Campaign Objective

ChatGPT Ads currently supports three principal campaign objectives.

Objective, Pricing Method, and Best Used For
Objective Pricing Method Best Used For
CPM Cost per 1,000 impressions Reach, visibility and awareness
CPC Cost per valid click Website traffic and engagement
oCPC Conversion-optimized cost per click Clicks more likely to produce a selected conversion
With an oCPC campaign, the advertiser still pays for valid clicks rather than paying only when a conversion occurs. The system attempts to prioritize clicks that are more likely to result in the selected conversion event. Conversion tracking must be configured before an oCPC campaign can be created. OpenAI currently requires a supported standard conversion event, and existing CPM or CPC campaigns cannot simply be converted into oCPC campaigns.

How Much Do ChatGPT Ads Cost?

ChatGPT Ads does not have one fixed price for every advertiser. Costs are determined through an auction and will vary according to factors such as competition, bid, campaign objective, targeting, relevance, creative quality and the availability of eligible conversations.

OpenAI uses a relevance-weighted, second-price auction. Advertisers set a maximum CPM or CPC bid at the ad-group level, but the highest bid does not automatically guarantee placement. Relevance and expected outcomes also affect delivery.

Minimum Daily Budget

For campaigns targeting the United States, OpenAI currently requires a minimum campaign budget of $25 per day.

Current minimum daily budgets include:

  • • United States: $25 USD
  • • Canada: $25 CAD
  • • Australia: $25 AUD
  • • New Zealand: $25 NZD
  • • United Kingdom: £15 GBP
  • • Japan: ¥2,500 JPY
  • • South Korea: ₩25,000 KRW

A U.S. campaign running at the minimum for 30 days would therefore have an approximate planned media budget of $750. This does not include creative production, landing-page development, tracking implementation or campaign-management fees.

Recommended Starting CPC Bid

For CPC campaigns, OpenAI currently recommends beginning with a maximum bid of approximately $3 to $5 per click in the United States.

That is a maximum bid, not a guaranteed average cost. The actual amount paid may be lower, and Ads Manager may provide bid-strength guidance indicating whether a bid is competitive or likely to limit delivery.

OpenAI has also stated that the platform is still too new to provide dependable industry-wide performance benchmarks. Cost per click, conversion rate and cost per lead will vary significantly by advertiser, industry, relevance, offer and landing-page experience.

Daily Budget Pacing

A daily budget represents the average amount the campaign is intended to spend per day over a seven-day period.

OpenAI may spend:

  • • Up to twice the selected daily budget on an individual day
  • • No more than seven times the daily budget across a seven-day period

For example, a $100 average daily budget could spend as much as $200 on one day, but billed media spend would not exceed $700 over the applicable seven-day period.

Businesses that require stricter control over total spending can choose a campaign-total budget instead.

Geographic Targeting

ChatGPT Ads supports country-level targeting. Within the United States, advertisers can also target supported:

  • • States
  • • Cities
  • • ZIP codes
  • • Designated market areas, or DMAs

Location availability may vary, so advertisers should confirm the desired area using the location picker inside Ads Manager.

This creates opportunities for local and regional businesses, including home-service providers, educational organizations, retailers, hospitality companies, professional services and other eligible advertisers.

What Are Context Hints?

Context hints are one of the most distinctive features of ChatGPT Ads.

They describe the conversations, topics, needs or phrases in which an advertiser’s product or service may be useful. Context hints guide matching, but they are not traditional exact-match keywords and do not guarantee that an advertisement will appear in a particular conversation.

OpenAI recommends using descriptive phrases rather than relying only on isolated terms. Each ad group should remain focused on one theme or intent area.

For example, rather than entering only:

digital marketing

A business could use context hints such as:

Small-business owners looking for help generating qualified leads online.

Local companies evaluating SEO, Google Ads and website marketing services.

Businesses concerned about high advertising costs and low conversion rates.

This provides more useful context about the customer’s situation and the reason the service may be relevant.

Creating Effective ChatGPT Ads

OpenAI recommends clear, specific and benefit-focused advertising. The ad should accurately explain what the business offers, who it helps and why the offer may be useful.

The current creative guidelines recommend:

  • • Ad title: 16–24 characters, with a 50-character maximum
  • • Ad copy: 32–48 characters, with a 100-character maximum
  • • Image: PNG or JPG
  • • Image format: Square
  • • Maximum image dimensions: 1,200 by 1,200 pixels
  • • Landing page: Valid, reachable and accessible to OpenAI’s review systems

OpenAI encourages advertisers to create multiple meaningfully different advertisements rather than repeating the same message with minor wording changes. Different ads can emphasize different benefits, use cases or customer needs.

The landing page must also match the advertisement. A clear advertisement connected to a vague, misleading or unrelated landing page may be rejected or perform poorly.

Measuring ChatGPT Ad Performance

Ads Manager currently reports:

  • • Impressions
  • • Clicks
  • • Spend
  • • Click-through rate
  • • Average cost per click
  • • Average cost per 1,000 impressions
  • • Conversions, when tracking is configured

Reports can be reviewed at the campaign, ad-group and ad levels using tables, charts and CSV exports. OpenAI advises that attributed conversions may take 24 to 48 hours to appear.

Businesses should also measure downstream performance in their own analytics and customer-management systems. A click does not automatically represent a qualified lead, appointment or sale.

Important performance indicators may include:

  • • Cost per qualified lead
  • • Lead-to-appointment rate
  • • Appointment-to-sale rate
  • • Revenue attributed to the campaign
  • • Landing-page conversion rate
  • • Return on advertising spend
  • • Lead quality by ad group or conversational theme

Custom Audiences and Product Feeds

Larger advertisers can upload custom audiences using customer or prospect email addresses or phone numbers.

Custom audiences can be used for inclusion, exclusion or ad-group bid adjustments. However, an audience must contain at least 25,000 matched users before it can be activated, and OpenAI recommends at least 100,000 users. This may place custom audiences beyond the reach of many smaller local businesses.

Retail advertisers can also create campaigns from product feeds. Product feeds are uploaded through SFTP and allow businesses with large or frequently changing catalogs to build ads from structured product information. Each ad account is currently limited to one feed connection.

What Businesses Are Eligible to Advertise?

OpenAI’s advertising policies currently focus on selected consumer categories such as:

  • • Household and consumer goods
  • • Local services
  • • Travel and experiences
  • • Entertainment
  • • Digital products
  • • Education

Restricted or prohibited categories include political advertising, gambling, weapons, alcohol, tobacco, recreational drugs, adult content and deceptive products or services.

Some financial and healthcare advertisers in the United States may be considered through enhanced verification and case-by-case approval. Ads for legal advice, representation and legal services are currently not permitted. These policies are evolving, so businesses should review current eligibility before investing in campaign development.

OpenAI reviews the advertiser, advertising creative, image, landing page and placement context. Ads may be rejected, restricted or removed when they are misleading, inconsistent, unsafe or noncompliant.

Is ChatGPT Advertising Right for Your Business?

ChatGPT Ads may be worth testing when a business:

  • • Has a clear product or service offering
  • • Can explain the customer situations in which the offering is useful
  • • Has a professional and conversion-focused landing page
  • • Can dedicate at least $750 to a meaningful 30-day U.S. test
  • • Has conversion tracking in place
  • • Can create several distinct advertising messages
  • • Has a process for evaluating lead quality and revenue

Businesses should avoid launching simply because the platform is new. A strong campaign still requires audience understanding, persuasive messaging, compliant creative, a relevant landing page and accurate measurement.
