Google AI Max explained simply: Google Ads managers used to build Search campaigns like organized filing cabinets, with a drawer for every keyword, bid and ad group. AI Max changes that model.

Google now wants its AI to predict more searches, adapt more ad messages and select more landing pages in real time. The advertiser’s job shifts from controlling each move to providing better business signals and clear boundaries.

That sounds a lot like Performance Max, which is why the two are often confused. But the distinction matters: AI Max is not a new campaign type and it is not replacing Performance Max. It is an optimization layer inside Google Search campaigns. Performance Max remains the campaign type that can serve across Google’s inventory, including Search, Shopping, YouTube, Display, Discover, Gmail and Maps.

The practical takeaway: Google is not moving advertisers from Performance Max to AI Max. It is bringing the Performance Max philosophy—automation guided by advertiser signals—into the Search campaign environment.

What Is Google AI Max?

Google describes AI Max as a suite of targeting and creative features that continuously optimizes an existing or new Search campaign. It does not create a separate campaign type beside Search, Shopping or Performance Max.

AI Max combines three major capabilities:

1. Search term matching

Google can expand beyond the advertiser’s keyword list by using broad-match logic and keywordless technology. It studies the campaign’s keywords, ads and website URLs to identify additional searches that appear relevant and likely to convert.

Your keywords still matter. They become part of the system’s understanding rather than the complete list of searches you have approved.

2. Text customization

Google may generate additional headlines and descriptions from your landing pages, existing ads and campaign content. The goal is to create a message that better matches the user’s specific search.

The tradeoff is straightforward: the ad may become more relevant, but the advertiser no longer writes or preapproves every sentence that enters the auction.

3. Final URL expansion

Instead of always sending a click to the final URL attached to the ad, Google can choose another relevant page on the same domain. It may also generate text that matches the selected page.

Final URL expansion is enabled by default when an advertiser opts into AI Max, although it can be turned off. URL exclusions and inclusions can also be used to guide the system.

Do not treat Google’s average performance claims as a forecast. Google reports that non-retail advertisers activating AI Max typically saw 14% more conversions or conversion value at a similar CPA or ROAS in its 2025 internal data. Results depend heavily on tracking quality, website content, budget, bid strategy and the value of the conversions being optimized.

AI Max vs. Performance Max: What Is Actually Changing?

The phrase “shift from Performance Max to AI Max” makes it sound like one campaign is replacing another. It is not. Performance Max expanded automation across channels; AI Max expands it inside Search. In both, advertisers provide goals, data, creative and constraints while the system chooses how to pursue the outcome.

Google’s April 2026 announcement makes the direction even clearer. AI Max is moving out of beta, and campaigns using certain legacy features—such as automatically created assets and campaign-level broad match—are scheduled to begin automatic upgrades in September 2026. The planned Dynamic Search Ads transition was extended, with its sunset and auto-upgrade beginning in February 2027.

What Control Are Advertisers Losing?

Advertisers are not losing every control. They are losing some of the direct, mechanical control that defined older Search campaign management.

Keywords are becoming inputs, not walls

Exact- and phrase-match keywords can remain, but AI Max may reach searches outside them. A clean keyword list no longer guarantees a clean search-term report. The new question is not only which keyword triggered a search, but what Google learned from the campaign that made the query look valuable.

Advertisers set bidding goals, not most auction bids

Google states that AI Max search term matching does not work with manual CPC. To use the full system, advertisers need a conversion- or value-based automated strategy such as Maximize Conversions, Maximize Conversion Value, target CPA or target ROAS.

You still control the budget and efficiency targets, but not what each keyword click is worth in each auction.

Ad copy can be generated without line-by-line approval

When text customization is active, Google can produce new headlines and descriptions. According to Google’s current documentation, these generated assets are fully automated rather than editable like normal RSA assets.

That creates brand risk for regulated services, pricing promises and businesses with strict approval processes. Google has announced additional AI Brief guidance controls rolling out in 2026, but generated assets still require close review.

Pinned assets may not stay pinned

Many advertisers pin a headline because a disclaimer, brand name or core offer must appear. Google says pinned RSA assets may not be respected when final URL expansion or URL inclusions are enabled.

When pinning is non-negotiable, final URL expansion may need to remain off.

The selected landing page can change

Final URL expansion can work well on a structured website. It can fail on a site with old offers, thin service pages, recruiting content, unrelated blogs or location pages outside the target market.

Placement control needs an important clarification

AI Max does not turn a Search campaign into Performance Max. It does not automatically move your budget into YouTube, Display or Gmail. That broader placement automation belongs to Performance Max.

Inside Search, Google still decides auction eligibility, ad rank and delivery. Search Partner participation remains a separate setting and should be reviewed independently.

What Control Do Advertisers Still Have?

The best response to AI Max is not panic. It is learning where the useful guardrails live.

  • 1. Negative keywords: Google states that AI Max continues to respect them.
  • 2. Brand controls: Advertisers can use brand inclusions and exclusions at campaign or ad-group level.
  • 3. Locations of interest: Ad groups can be guided toward people showing intent around specific locations.
  • 4. URL exclusions: Pages or URL patterns can be blocked from final URL expansion.
  • 5.URL inclusions: Advertisers can direct AI Max toward approved pages or page groups.
  • 6. Ad-group controls: Search term matching can be turned off for selected ad groups.
  • 7. Asset settings: Text customization and final URL expansion can be disabled separately.
  • 8. Experiments: Google provides AI Max experiments that split traffic within the existing campaign.
  • 9. Reporting: Search-term, source, headline, landing-page and generated-asset reporting can be reviewed.

These controls are meaningful, but they work best when the account has a clear structure. A list of exclusions added after the budget is wasted is not a strategy.

1. Optimize for qualified outcomes

If every form submission is counted equally, AI Max may find more form submitters rather than more profitable customers. 2. Clean up primary and secondary conversions

Calls, forms, chats, page views and directions can all be useful measurements, but they should not all guide bidding. Mark true business goals as primary conversions and keep weaker diagnostic actions secondary.

3. Treat landing pages as campaign assets

AI Max reads your site to understand what you sell and where a visitor should land. A vague or outdated page teaches the system the wrong lesson.

Each important landing page should clearly state:

Automation cannot manufacture a strong value proposition from “quality service” or “trusted experts.” Supply specific proof such as response times, service areas, warranties, credentials, use cases and pricing structure. Review the website too, because generated assets may draw from it.

5. Build exclusions before expansion

Before enabling final URL expansion, block pages that should never receive paid traffic, such as careers, outdated promotions, portals and unrelated content. Prepare negative-keyword themes for jobs, education, free resources, DIY intent, irrelevant locations and unsupported services.

Do not switch on every feature across every campaign at once. Use a controlled rollout.

  1. Choose a stable campaign:Start with a campaign that has reliable conversion volume, enough budget, clean search terms and focused landing pages.

A useful testing principle: change one major automation layer at a time. If you enable expanded matching, text customization, final URL expansion and a new bid target together, you may improve performance without knowing why—or damage it without knowing what to fix.

When Is a Business Not Ready for AI Max?

AI Max is a poor first move when the account or website still has basic problems.

  • • Service pages are thin, duplicated or outdated.

  • • The advertiser needs every ad to use a fixed disclaimer or exact landing page.
  • • There is not enough data or budget to evaluate a meaningful test.

Google itself notes that AI Max will not be effective when campaigns are limited by budget. In that situation, expanding reach may simply create more competition for the same constrained daily spend.
